About NEWIL

​NorthEast Wisconsin Intertype Libraries, or more commonly known as NEWIL, servicing Brown, Door, Florence, Kewaunee, Marinette, Menominee, Oconto and Shawano counties, is one of several multitype library organizations in the state of Wisconsin. It was founded in 1967 to develop and share information sources in Northeast Wisconsin. NEWIL presently has over 30 members representing academic, public, school and special libraries.

NEWIL is governed by a Board of Directors that meets bi-monthly. The General Membership meets in spring and fall. 

Invoices will be sent to libraries in mid-February assessing NEWIL annual dues: ($50 for full members). Full members are main public libraries and high school libraries. School districts with multiple high schools are charged $50 per high school.

NEWIL reimburses net-lending libraries for filling requests for libraries outside of the NEWIL area. These lending libraries include: Lawrence University, Northeast Wisconsin Technical College (NWTC), St. Norbert College and the University of Wisconsin-Green Bay (Cofrin) Library.

Membership in the Northeast Wisconsin Intertype Libraries (NEWIL) entitles members to the following:
  • Continuing Education Workshops and Webinars
    • NEWIL sponsors a yearly educational event that pertains to all of its members. Information on events will be located on this page. ​
  • Courtesy cards issued to use and check out materials from NEWIL member libraries such as access to UW-Green Bay, Bellin, St Vincent and St. Norbert libraries.
    • Courtesy Cards are meant to be used as a one-time usage of loaning library materials between NEWIL member libraries. The loan of library materials is subject to the rules and regulations of lending libraries.
    • If you are a current NEWIL member and would like to issue a Courtesy Card to a library patron, please email nic@nflsoffice.org.
  • Interlibrary loan of materials from participating NEWIL members and through the Nicolet Federated Library System clearinghouse.
  • NEWIL Email Discussion provides members with an opportunity to question all NEWIL members via email about library-related issues.
  • Professional Networking
  • Grants for Continuing Educational programs nationally and within Wisconsin:
NEWIL Education Grants are one part of its response to fulfilling its goal of fostering the professional growth of its members. The purpose of the grant program is to assist staff of member library institutions in attending workshops, programs, conferences and other educational activities by reimbursing some of the costs incurred.
         Guidelines:
  1. Any employee of a NEWIL member library and member of the NEWIL Board may apply for a grant.
  2. Grants can be used to meet the expenses associated with meetings, workshops, conferences, or other activities which promote professional growth. Tuition grants for college credit are limited to $150 per year per person per calendar year.
  3. Grants will be awarded quarterly on a first come, first served basis until funds are expended by a majority of the NEWIL Grant Committee. Most “meetings” of the committee awarding the grants will be done through email.
  4. Grants will be awarded for no more than $200.00. No individual may receive a grant in two consecutive years. Preference will be given to those who have not received an award during a previous calendar year.
  5. Applicants must submit the official application form describing the activity and expected expenses to the NEWIL business office at least 30 days before the program registration deadline. A timely reply to the application cannot be guaranteed if the application is made less than 30 days before the registration deadline. Grant applicants will receive a response if the grant was accepted within 14 days of submission. 
  6. Recipients of grants will submit an expense report to the NEWIL business office after attending the activity. Payment will be authorized by the NEWIL Multitype Coordinator and issued by the Treasurer within 30 days after the evaluation form is received. Prepayment of grant funds is not ordinarily possible. Tuition will be reimbursed with proof of course completion.
  7. Recipients of grants will be asked to share the knowledge or skills learned with other NEWIL members by either speaking at a NEWIL board meeting, conducting a short webinar or writing a minimum one-page report before receiving reimbursement.
  8. An annual report on the disposition of Educational Grant funds shall be presented to the NEWIL Board at the first meeting of the next business year. The report will be prepared by the NEWIL Multitype Coordinator, and will include a list of recipients, the activities they attended, and the amount of assistance they received from NEWIL.

NEWIL Bylaws

ARTICLE I.  NAME
The name of this organization shall be the Northeast Wisconsin Intertype Libraries, Inc. hereafter referred to as "NEWIL."  NEWIL shall be established as a non-stock, nonprofit corporation in accordance with the provisions of Chapter 181 of the Wisconsin Statutes.

ARTICLE II.  PURPOSE
To promote and implement programs of cooperation among and communication between all libraries and other information sources in Northeast Wisconsin in order to:
  1. Assure the most effective and economical use of the resources and services of the area.
  2. Facilitate the improvement of existing library service activities.
  3. Provide groundwork for discovering new areas of cooperation and initiating new services and joint programs as desired.
No asset or any part of the new earnings of the corporation, whether upon dissolution or otherwise, shall inure to the benefit of any individual.

ARTICLE III.  MEMBERSHIP
Any library, information source, cooperative agency and school district coordinating or representing such institutions may become a member.
A.
  1. Members shall have one vote.
  2. Members have the right to vote for the Board of Directors.
  3. Members are entitled to receive publications and services.
B.  Membership in NEWIL shall not imply obligation to participate in all specific programs and activities.  Participation in NEWIL programs and activities is not limited to one voting member of the library.
C.  Membership dues and expenses:
Dues for NEWIL membership shall be reviewed as part of the Long Range Plan.
D.  Membership in NEWIL shall be for the fiscal year of the organization.
E.  The fiscal year for NEWIL is January-December.

ARTICLE IV.  GENERAL MEMBERSHIP
NEWIL members are eligible to vote at general meetings.  One appointed representative per library, organization, or school district is eligible to vote.

ARTICLE V. BOARD OF DIRECTORS
The Board of Directors (Officers) will consist of the President, Vice-President/President, Secretary, Treasurer and four members-at-large that shall conduct the business of the organization.  They shall also be empowered with running affairs of the organization on a daily basis should that need develop.
A.  Members-at-large shall:
  1. Represent public, academic, school and special libraries.
  2. Be appointed for a one-year term.
B.  Ex-officio and non-voting members of the Board of Directors include the Director of the Nicolet Federated Library System and the NEWIL Coordinator.

ARTICLE VI.  MEETINGS
The President shall call a General Membership meeting during the fall months to receive reports of the outgoing officers, to act on proposed amendments to the Bylaws, to determine policies of the organization, to vote on and to install the newly elected Board of Directors.  There will be an additional Membership meeting in the spring months to conduct organizational business.  Email notice shall be sent to the membership at least 10 days prior to any meeting indicating the matters to be considered.  A simple majority of members present at any NEWIL meeting of general membership shall constitute a quorum for the transaction of business.
The Board of Directors shall meet quarterly beginning in February or upon written request of 10 or more regular members.

ARTICLE VII.  COMMITTEES
A.  The Board of Directors shall authorize Standing Committees to carry out the continuing activities of the organization.
B.  Special Committees to perform duties authorized by the organization or to study and report on special problems may be authorized by the Board of Directors.
C.  The NEWIL President shall appoint the Chairperson and members of all committees subject to approval of the Board of Directors.  Unless challenged by motion made and seconded and carried, appointments shall be considered approved.

ARTICLE VIII.  AMENDMENTS
These bylaws may be amended or revised by action of a majority vote of members present and voting at the annual or regularly scheduled meeting, provided that the notice of any such meeting contains a summary of the proposed amendment or amendments.
